Coverage extends to all third-party injuries and damages caused by uninsured Ukrainian cars in Germany until 31 May 2022.* Injured parties are protected by the applicable minimum coverage which amounts to EUR 7.5mn for personal injuries, EUR 1.22mn for property damage and EUR 50.000 for pecuniary losses. Therefore, from a victim’s perspective it doesn’t make any difference if the Ukrainian car is covered by “regular” insurance or by the German motor insurers’ special initiative. What’s more, victims are entitled to make a direct claim against the German Green Card Bureau.
The insurers‘ initiative does not extend to other insurance coverage, such as collision or comprehensive insurance covering damages to the driver’s car or insurance products covering drivers themselves.
*insurance coverage is subject to the non-binding “Allgemeine Bedingungen für die Kfz-Versicherung AKB 2015” (General Terms and Conditions for Motor Insurance AKB 2015) (as of 28 May 2021). With regard to E.2.3 and E.2.4 of those General Terms and Conditions for Motor Insurance, the amounts allowed under § 6 par. 1 and § 6 par. 3 of the German Regulation on Compulsory Motor Vehicle Insurance (KfzPflVV) apply.
